When spending time hanging with Kazushi, you'll have to engage in conversation. The dialogue options you choose determine how quickly the Chariot S-Link levels up; this guide lists all of the best outcome answers, with point values indicating how much they raise the otherwise-hidden stat that determines when you rank up. The point values listed include the Arcana Bonus - which means they'll only be accurate if you always have a Strength Arcana Persona in your current stock each and evrey time you spend time with Kazushi Miyamoto.

Kazushi is one of the earliest social links that you can start in the game. Attending this Social Link is also required for the Strength Social Link to unlock. Anyways, Kazushi is one of the most lenient social links that you can unlock in Persona 3 Reload. His availability is on most days, and only the last few ranks give really low bonding points.

On April 23rd, you will hear gossip about the track and field team recruiting new members. Head down to the gym hallway to join the club, and doing so will initiate the Social Link. If you do not join the club by May 28th, Ms. Toriumi will force you to join, meaning this social link is not missable.
